Kyle J. Somers is a Partner in the firm’s Education Law practice group. Mr. Somers has represented school districts and other public entities for more than a decade. He currently serves as solicitor for several school districts in Pennsylvania. Topics on which he regularly advises his clients include board governance, policy development, public records, employment and labor issues, special education, and student civil rights.

Mr. Somers’ understanding of the day-to-day issues his school clients face is bolstered by his training as an educator. He is a Pennsylvania-certified social studies teacher and has taught undergraduate and graduate courses on school law at Ursinus College and Delaware Valley University.

While in law school, Mr. Somers served as Editor-in-Chief of the Syracuse Law Review.

Representative Matters
  • Represented school district clients in defending against appeals of public records requests before the Pennsylvania Office of Open Records.
  • Represented school entities in special education matters under the IDEA, Section 504, and Pennsylvania Gifted Law before the Pennsylvania Office for Dispute Resolution.
  • Advised school clients in responding to investigations by the U.S. Department of Education’s Office for Civil Rights, the Equal Employment Opportunity Commission, the Pennsylvania Human Relations Commission, and the Pennsylvania Department of Education.
  • Represented school districts in grievance arbitration proceedings with public sector unions.
  • Successfully represented a school district in several matters before the Pennsylvania Charter School Appeal Board.

  • Somers routinely presents to school boards and district administrators on legal issues impacting the education sector. He has previously presented on school law topics to the Montgomery Bar Association, the Lehigh University Special Education Law Conference, and the Pennsylvania Bar Institute Exceptional Children Conference.
Personal Interests
  • Mr. Somers lives in Limerick Township with his wife and two children. He enjoys spending time with his family at the Jersey shore and is a Philadelphia 76ers season ticket holder.
