Kathleen M. Mannard represents and advises clients on the myriad of real estate matters impacting municipalities, developers, businesses, non-profits, and individuals. Ms. Mannard specially focuses her practice in all aspects of land use, including subdivision and land development, negotiation and documentation of property acquisition and sales, easement drafting and review, title and due diligence assessment, defending and advocating for clients in land use and zoning matters, complex ordinance formulation, lease negotiations, condemnation, and regulatory compliance. She regularly handles matters governed by the Pennsylvania Municipalities Planning Code and the Code’s intersection with federal, state, and local agency regulations.
Prior to joining Wisler Pearlstine, Ms. Mannard practiced law in Pittsburgh with a focus in municipal law and real estate litigation. She earned her law degree with a concentration in environment and energy law from the University of Pittsburgh School of Law. While attending law school, Ms. Mannard interned with the National Trust for Historic Preservation in Washington, D.C. and Pennsylvania Department of Environmental Protection.

- Successfully argued before the Commonwealth Court of Pennsylvania in a precedential land use appeal on behalf of a municipality.
- Represented a school district in the negotiation, documentation, and closing of a $16 million real estate acquisition.
- Successfully obtained zoning relief for a Greater Philadelphia leading food non-profit.
- Represented homeowners in a zoning hearing board appeal of a residential accessory use.
- Successfully represented landowners in a land use dispute of a drug and rehabilitation center.
- Represented homeowners associations and planned communities on the creation and enforcement of declarations and rules and regulations.
Personal Interests
When not practicing law, Ms. Mannard enjoys trying new restaurants, exploring museums, traveling with her husband, family and friends, and spending time with her dog, Rosie.
