Justin M. O’Donoghue represents public school districts in all aspects of their day-to-day affairs, including contracts, procurement, employment, financial and budgetary concerns, students’ rights, student discipline, Right to Know requests, policy issues, and construction matters. Mr. O’Donoghue has also served as special counsel prosecuting student discipline cases and serves as counsel to the board for numerous schools and school districts in Montgomery, Delaware, Chester, Bucks, and Philadelphia Counties.

In addition to representing school clients, he serves as the Solicitor to the Montgomery County Housing Authority, advising its MCHA Board of Directors and Administration on a daily basis regarding a variety of matters including construction, procurement, litigation, employment, civil rights, and regulatory issues.

Mr. O’Donoghue has successfully represented both public and private sector clients in the Courts of Common Pleas of Montgomery, Chester, Bucks, Delaware, and Philadelphia Counties and in the United States District Court for the Eastern District of Pennsylvania, as well as the respective appellate courts.

He is a member of the Pennsylvania Association of School Business Officials, the Pennsylvania School Boards Association, and was a Board member of the Abington Educational Foundation from 2009 – 2018. A graduate of Villanova University School of Law and a member of the Law Review, Mr. O’Donoghue received his undergraduate degree from Loyola University Maryland.

  • Advised school district client in the procurement, construction, and opening of an on-site health clinic for school district staff.
  • Negotiated energy savings contracts on behalf of multiple school district clients.
  • Successfully represented a school district before the Secretary of Education in a taxpayer attempt to derail the two large construction projects.
  • Assisted and advised the School District of Upper Dublin with the successful passing of the first Debt Act referendum in Pennsylvania.
