Mr. Bagley concentrates his legal practice in the areas of:

  • municipal law,
  • zoning and
  • litigation.

His clients include municipal authorities, zoning applicants and small businesses. He also provides litigation support for various townships, boroughs, developers and municipal authorities, particularly in the areas of subdivision, land development and zoning.

Mr. Bagley has served as a Director of the Montgomery Bar Association (2001-2003) and as Chairman of its Membership Committee. He has served as editor of the Montgomery County Law Reporter (1995-1997) and has lectured in the area of municipal law and civil practice in Montgomery County. He is a member of the Montgomery Bar Association Civil War Round Table.

He has represented clients at all levels of the Commonwealth and Federal court systems, as well as before various civil service commissions, zoning hearing boards and municipal governing bodies. Landmark decisions in which he has successfully participated include Montgomery Crossing Associates v. Township of Lower Gwynedd, 758 A.2d 285 (2000) and Camp Ramah In The Poconos, Inc. v. Worcester Township, 743 A.2d 1019 (2000).
